3. In some Colonies, if the value of

the surrendered properties should not

suffice to provide such now properties

as might be subsequently required, the

Colony would to the extent that its

moans permitted, bo called upon to

might be the means of Colony, it

would obviously be only just that it

should contribute towards the cost of

the provision of new lands and build-

ings the full value of those surren-

dered to it.

Colonial revenues.
